PACT 2007 will take place in Romania, one of the newest members of the European Union. Romania is a mixture of 21st century technology, ancient culture, and unspoiled nature. It is easily reached by numerous daily non-stop flights from all European capitals. Brasov, our host city, is the largest of the seven Saxon cities of the Transylvania province. Nearby attractions include Dracula's Castle (Bran Castle), the royal summer palace (Peles Palace), the capital city of Bucharest, and Sibiu, the 2007 European Capital of Culture.

Information on Visa Requirements

Citizens of some countries will need a visa to travel to Romania (e.g., US and EU citizens do not need a visa for stays up to 30 or 90 days depending on the country, but citizens of China do need a visa). You may find some information on the following sites. For the second site, just check the country you are interested in and you get the desired information (now you get the info for the United States of America...) If you will need a visa to travel to Romania, then you may need a letter confirming your participation at PACT 2007. Please be advised, that we can only prepare letters for attendees who have paid their registration in full. If you need such a letter, please send an email message requesting the letter to the conference general chair, Marc Snir (snir [at] cs.uiuc.edu). Your message should have the subject "Visa for PACT 2007" and should contain the following information:
  • Your name.
  • Your email address.
  • Are you an IEEE Member? And if so, your IEEE member number.
  • Are you a speaker/presenter? And if so, list the title of your paper, presentation or session.
  • The full address of where you would like the letter to be sent. Please indicate if an email with a scanned PDF file will be sufficient.

Electricity

The electricity supply is 220 volts, 50 Hz. The official plug type is type F Schuko plug. Adapters may be required.

Telephone and Cell phone Service

Public phones are available at almost every street corner in the city. They only accept telephone cards. Call charges depend on the time of the day and provider. The international code for Romania is +40. The prefix for Brasov in Romania is 0268. To make an international call from Romania start with 00 and add the complete international number. Currency, exchange rates, exchanging currency

The local currency is the Romanian (new) Leu (RON). Current exchange rates (as of 2007-08-21) are:
  • 1 USD = 2.42380 RON
  • 1 EUR = 3.26936 RON

You can exchange money in any bank in the city. Normal business hours are 9AM-5PM. It is advisable to use bank branches for money exchange rather than local exchange houses (you can find many of them with the "Exchange" sign on them). The difference in the rates are rather small. Always check that there is no commision whenever exchanging money - this is the usual in Romania but there are still exceptions.


Time Zone & Weather

Romania is located in the Middle European Time Zone, GMT +3.

The Brasov climate can change rapidly and includes rain and snow due to the surrounding moutains. However, the autumn months are typically quite dry and temperate, with good conditions for forest excursions. The average temperature in September is 13.5 C, but in the middle of the day temperatures can reach 25 degrees. As a tourist in Brasov, the best counsel is check the weather forcast.

The Bucharest climate is a continental climate that give Bucharest hot, dry summers and cold winters when temperatures often drop well below freezing. The city lies on the Romanian Plain, and this brings chilly winter winds. Summer temperatures are usually pleasantly warm with occasional heat waves, and humidity is low, but there can be occasional rainstorms. The rainiest seasons in Bucharest are spring and autumn.
